Parties should

take up key issues

Sir, _Now that it is election time, it becomes necessary to ask the political parties to state about the under mentioned national issues in their election manifestoes for implementation.

Control of population growth, creating means of livelihood, to hold talks with extremists so as to make them join the social mainstream, to take up afforestation, take up measures for artificial rain and to increase irrigational facilities, increase GDR by investing Indian resources, representation to women in Parliament/Assemblies and Legislative Councils to be re-instituted for regularisation of State Bills.

Parties should tell the electorate once a year what they have done with their plans, programmes and promises incorporated in their manifestoes. They should clearly indicate in their manifestoes their economic policies with action plan, taxation and borrowing policy.

Every political party should project one non-political candidate as independent candidate for the Speaker's post. Parties should select their candidates who at least matriculate, preferably graduates who are not more than 70 years old. Parties should also declare their assets and liabilities and lastly make an effort to sincerely implement total prohibition.

Set up art galleries

Sir, _In spite of the seemingly wide gulf between the culture of West and East, an aspect of Western culture which can be safely `aped' by the modern societies of the East is development of permanent art galleries in big towns of our States to interpret the highly artistic aspects of our culture.

Paintings, sculptures etc., permanently exhibited could be art pieces depicting scenes from our mythology, heroic traditions of each caste and tribe of India, beauty of nature, great ancient, medieval and modern monuments etc.

Such art galleries surely will precipitate an art revolution and create cultural bonds between people of our country. They will become `breeding grounds' for Rembrandts, Constables and Picassos of modern India. There is also a necessity to establish music schools in every important town, which focus on Western instruments like piano and violin besides our sitar, veena and tabla.

Pension payment orders

Sir, _The Provident Fund Commissioner (APFC) Pensions, Warangal, in their letters in May 2003 informed all pensioners who were relieved of their service on VSS from the FCI Ltd., Ramagundam Unit, and who had opted for the Andhra Bank, M.L.Puram, (Ramagundam) branch to receive their pensions, to collect their Pension Payment Orders (PPO) from the bank manager to whom the PPO copies were forwarded.

When contacted, the manager replied vide his letter dated January 29, 2004 that the said PPO copies were not received by him. Letters addressed to APFC for despatch of PPOs went in vain. These documents are required by the pensioners to claim pensions by their nominees in the event of eventuality. APFC may please act quickly.

Traffic jam near

bus station

Sir, _The APSRTC bus station is located near the market yard in Kurnool. Countless bullock carts being used for transportation of agricultural products are a major obstruction to vehicular traffic. Traffic jams are a common sight during peak hours.

The owners of the bullock carts should be directed to use the gates at the rear of the market yard. Adding to the woes of the road users, one of the two under ways of K.C. Canal Bridge near the bus station is blocked for repairs. The whole traffic is plying through the other narrow underway. The connecting road at the other end of the diversion is very steep. The authorities need to speed up repair works and open the road for traffic at the earliest to avoid inconvenience.

High mast lights

Sir, _As part of the beautification programme, the Madanapalle municipality, nearly three years ago, had put up a pair of huge high mast lighting equipment at important places like Bangalore and Chittoor bus stand areas by spending lakhs of rupees. The one at the Chittoor bus stand area never functions at all. The gigantic structure at the Valmiki crossroads junction is ornamental and serves no purpose. The civic authorities should bestow their attention on this and contact the electrical engineers for its repair at the earliest.

Speed breakers

on highway

Sir, _There is a pressing need for speed breakers in town and on National Highway 5, as vehicular traffic is high during peak hours. Lack of speed breakers makes it difficult for pedestrians and two-wheeler riders to cross the highway. I draw the kind attention of the authorities concerned to look into matter the immediately as widening of road on the highway is in great progress.

Dubious distinction

Sir, _Rayalaseema once known as `Ratanalaseema' has got the dubious distinction of being called `Natu bombula seema. News reports reveal that in some places the manufacturing of bombs is flourishing as a small-scale industry. Many have lost the lives while manufacturing bombs. Moreover, during the election season there is every danger that this may grow under the aegis of factionalism. The authorities concerned need to curb this on permanent basis.
