KOCHI, MARCH 21. The show-cause notice served on the KPCC general secretaries, Rajmohan Unnithan and T. Saratchandra Prasad, are not valid, the Congress leader, P.C. Chacko, has said. Addressing a press conference here on Sunday, Mr. Chacko said any disciplinary action taken according to the notice would have no legal validity since they violated the provisions given in the party constitution for serving show-cause notices to any party functionary. Quoting the Congress constitution, Mr. Chacko said at least two weeks were to be given to the concerned individuals or committees to explain their case, but here there were only three days for filing the reply. This was clearly against the tradition of internal democracy practised in the Congress, Mr. Chacko said. He warned that ``unreasonable and hasty'' actions such as these would only result in ``far reaching consequences'' for the party. The Mahila Congress State president, Shanimol Usman, was also present at the press conference. Breaching of party discipline was nothing new in the Congress, Mr. Chacko said. He said that no action had been taken against any leaders responsible for the issues like the Rajya Sabha seat fiasco, defeating the official UDF candidate at the Ernakulam by-poll, the open fight against the UDF candidate at the Thiruvalla by-election and the attempt to take the party to the verge of a split with the December 28 convention. The KPCC acting president, P.P. Thankachan, himself had presided over the convention, he said. Mr. Chacko and Ms. Usman, members of the KPCC executive committee, also demanded that the committee should be convened immediately, since no action should be taken against two KPCC general secretaries without discussing the issue in the executive committee. Though Mr. Chacko refused to comment about the charges raised by Mr. Unnithan and Mr. Prasad against the Electricity Minister, K. Muraleedharan, he demanded that the KPCC disciplinary committee, chaired by the former KPCC president, C.V. Padmarajan, should inquire into the allegations. Mr. Chacko said that including the names of individuals with poor chances of winning made the panel of candidates submitted before the party high command lengthy. Expressing regret at having had to work for the defeat of the official Congress candidate at the Ernakulam by-poll, Mr. Chacko said that those who try to implement party discipline should not forget the past events.
