India forging ahead, says Lt. Governor

PONDICHERRY, MARCH 22. Lt. Governor N.N. Jha has said the country's nuclear power, common communication system and stupendous progress in science and technology enabled it to march ahead in the international arena, and the sound economic basis of the nation was also reinforcing its strength and position globally.

Inaugurating a three-day seminar on `domestic environment in South Asia and its implications for India's security and foreign policy' organised by the School of International Studies of Department of Politics in Pondicherry University here today, he said the broader development of the nation was causing a situation where "our voice and words will definitely be heard across the world."

He hoped that the efforts of the country to acquire permanent member position in Security Council in U.N. would bear fruit.

Jha, who is the Chief Rector of the University under the statute through which the university was established about 20 twenty years ago, said holding of such meetings or seminars would help to create occasions for interaction among the chief dignitaries in the field of foreign affairs. Former Ambassador, K. Sibal, said in his keynote address that foreign policy of any country was very much linked to its domestic environment. He also listed the influences that had direct impact on security and foreign policy of the countries in the South Asian segment. "You cannot have a sound foreign policy unless there is a sound domestic policy," he said.

Sibal said India had a large number of non-governmental organisations, and this might be an indication of "maturing of democracy." There should, however, be a close study of all aspects of NGOs.

The Vice-Chancellor of the university, A.K. Bhatnagar praised the efforts of the School of International Studies for holding the seminar and hoped that there would be frequent deliberations on vital subjects.

The Professor and Dean of the School, N.K. Jha, welcomed the gathering and described the scope of the seminar.
