Spanish verdict

Sir, — Although the Spanish verdict is a political setback to Washington, Spain's decision to withdraw its troops from Iraq and distance itself from the U.S. will prove counterproductive. By showing its vulnerability to terror tactics, Madrid will only play into the hands of terrorists.
