Vote-on-account passed

NEW DELHI, MARCH 25. Stating that he would present a more detailed statement on the fiscal performance, polices, priorities, developmental programmes and those containing tax proposals, the Finance Minister, A.K. Walia, today presented a vote-on-account in the Delhi Assembly to enable the Government to carry on business and meet expenditure during the first four months of 2004-05. The House later passed the vote-on-account by voice vote.

The Delhi Government was forced to seek a vote-on-account in view of the enforcement of Model Code of Conduct due to the Lok Sabha polls in the country.

Presenting the annual financial statement, Dr. Walia said he would like to share with the House a sense of considerable satisfaction at the robust performance of Delhi's economy. He informed that the Gross State Domestic Product (GSDP) of Delhi had increased from Rs. 66,866 crore in 2001-02 to Rs. 74,474 crore in 2002-03 registering a growth of 11.4 per cent as compared to 7.6 per cent at the national level. The per capita income of Delhi had increased from Rs. 43,751 in 2001-02 to Rs. 47,477 in 2002-03 registering a growth of 8.5 per cent as compared to 5.4 per cent growth at the national level.

He said the Plan expenditure of Delhi government had increased from Rs. 2,054 crore in 1998-99 to Rs. 4,404.84 crore in 2002-03 with a compound growth of 12 per cent per annum during the same period. It is a matter of pride for all that this is the highest per capita Plan expenditure among the major States of the country.
