Paramedical institute proposed in Kollam panchayat budget

KOLLAM, MARCH 26. The budget of the Kollam District panchayat for 2004-2005 shows a revenue of Rs. 118.95 crores, an expenditure of Rs. 118.30 crores and a surplus of Rs. 65.11 lakhs.

The budget was presented this morning by the District Panchayat vice-president and chairman of the Financial Standing Committee, R. Ramachandran.

The budget makes an allocation of Rs. 4.21 crores, for the education sector. The break-up being Rs. 1 crore for the Sarva Shiksha Abhayan scheme, Rs. 3.06 crores for the public education sector and Rs. 15 lakhs for the technical education sector.

The district panchayat also intends utilising the facilities of the district hospital to start a paramedical institute.

Emphasis would be given for the conservation of the Sasthamcotta fresh water lake which is the source of drinking water supply for a good number of people in the district.

The rainwater harvesting scheme would also be further expanded. Under the second phase of the Sector Reforms Scheme an allocation of Rs. 11.22 crores from the Centre will be utilised to expand the scheme by covering 110 village drinking water projects. Agriculture gets an allocation of Rs. 4.10 crores. Farm information centres would be opened at all block panchayats and importance would be given for paddy and coconut cultivation.

As part of a programme to enhance fruit and vegetable production, all high school and higher secondary schools in the district will be encouraged to start vegetable farms. A sum of Rs. 47 lakhs has been allocated for the development of the fisheries sector. The district panchayat would continue with its efforts to further improve the facilities of the Government hospitals. An allocation of Rs. 2.91 crores has been made for the purpose. The Total Sanitation Scheme would be expanded and financial help would be given for the construction of lavatories at all houses. The allocation for the sanitation sector is Rs. 2 crores. Public works gets an allocation of Rs. 4.23 crores. A sum of Rs. 10 lakhs has been allocated for the construction of permanent pavilions at the Kallada and Kannetti boat race venues. In order to generate revenue for the district panchayat, a shopping complex would be constructed.

Under the social welfare schemes, permanent structures would be constructed for more aganwadis, model child welfare centres and geriatric centres. More parks for children and the aged would also be constructed. The allocation for the social welfare sector is Rs. 62 lakhs. In the employment sector, stress would be given to encourage the unemployed youth to look forward to areas other than white collar jobs. A farm employment corps will be created.
