BANGALORE, MARCH 27. The Karnataka High Court has vacated the interim order of the Central Administrative Tribunal (CAT) staying the selection of non-Karnataka Administrative Service (KAS) officers to the Indian Administrative Service (IAS). A Division Bench comprising Justice T.S. Thakur and Justice Hulavadi G. Ramesh on Friday directed the CAT to dispose of a petition pending before it within six months. The petitioners, N. Sriram and seven others, all non-KAS officers, had challenged the December 12, 2003 CAT order staying their selection to the IAS. An official of the Social Welfare Department, Thimmaiah, had petitioned the CAT against the selection process. He submitted that the selection committee of the Union Public Service Commission (UPSC) had overlooked his candidature and selected officers with less merit. The petitioners had challenged the stay on the grounds that the CAT had no jurisdiction over the matter. The court said the CAT did have jurisdiction over the matter, but its interim order was not correct. It said the process of selection of non-KAS officers to the IAS cadre could go on.
