KANNUR, MARCH 29. A proposal for expanding the municipal area by including the surrounding areas in the nearby panchayats, various projects for town development, including a bus terminal, and roads and schemes for effective sanitation and drainage and supply of drinking water supply have been given priority in the Kannur Municipality's budget for 2004-2005 that envisages a revenue of Rs. 19,03,72,382 and an expenditure of Rs. 18,18,36,200. The budget presented by the Finance Standing Committee chairman and municipal chairperson, B.P. Farookh, here today, projected a surplus of Rs. 85,36,182. The budget set apart Rs. 90 lakhs for constructing roads, including one to the proposed bus terminal at Thavakkara, an eight-metre-wide road linking the Station Road and Haji Road, roads in various wards in the municipality and for widening the Neerchal-Chovva Road. The budget also envisaged a proposal to widen the roads at the Thana Junction, AKG Hospital Junction, Officers' Club Junction and the Station Road up to the Municipal Office. The project could be completed by mobilising Rs. 75 lakhs as the Government grant, the budget said. The proposed Rs.14-crore Thavakkara bus terminal would be developed on a build-operate-transfer basis. The municipality had already completed proceedings for tenders, Mr. Farookh said. The budget also earmarked Rs. 55 lakhs for doing BM&AC (Bitumen Macadam and Asphalt Concrete) works on the Fort Road, Station Road and the Muneeshwaran Kovil-Payyambalam Road to prevent the roads from being ruined during the monsoon. Efforts would also be taken to acquire land for constructing a 16-metre wide road from the site of the proposed bus terminal to Chovva-Keezhthally, parallel to the railway track. A sum of Rs. 10 lakhs was set apart for widening the existing Thana-Kannur city Road and Chamber Hall-Kannur city Road. The budget raised the proposal for extending the area of the 135-year-old Kannur Municipality for facilitating the basic development of the town. A master-plan for the expansion and development, which is to be submitted to the Government, was being prepared, Mr. Farookh said. The municipality would have an additional expenditure of Rs. 17 lakhs as the Government had sanctioned 28 new posts following a High Court order. The budget set apart a total Rs. 75 lakhs for town sanitation activities that include door-to-door garbage collection, intensified mosquito elimination works, treatment of garbage in the trenching ground at Chelora and manure treatment works. An amount of Rs. 30 lakhs was also earmarked for the preliminary works of the proposed drainage project for the municipality. A committee had been constituted for the works, the budget said. The budget set apart Rs. 10 lakhs for repairing public wells and pipes. It earmarked Rs. 10 lakhs for constructing rainwater harvesting facilities in public places and educational institutions. A special Rs. 35-lakh water supply scheme for people living near the trenching ground at Chelora was also envisaged in the budget. The budget allocated Rs. 32 lakhs for installing street lights and repairing the existing ones. The budget, however, warned against increasing the number of street lights.
