HYDERABAD, MARCH 30. The Andhra Pradesh Congress Committee chief spokesman, K. Rosaiah, on Tuesday appealed to the Governor, Surjit Singh Barnala, to reject the State Cabinet recommendation to issue ordinance approving vote-on- account and immediately impose President's rule. Addressing a press conference, Mr. Rosaiah said the party would bring to the notice of the Governor that the caretaker Government's move was in clear violation of constitutional provisions. "It has no power to make such a recommendation and get approval for the interim budget when the Assembly is in recess. There is no option left but to impose President's rule." He charged the Telugu Desam with using its clout with the Centre to bring pressure on the Governor and get its approval. There had been no precedent so far of any state resorting to such an action and the Governor should not be party to a controversial approval, he said.
