THRISSUR, MARCH 30. The district panchayat's budget for 2004-05 envisages revenue and expenditure of Rs. 29.45 crores. The budget was presented by the chairman of the Finance Standing Committee, M. S. Moideen, here on Tuesday. The budget focuses on schemes for the welfare of the Scheduled Castes and Scheduled Tribes. In this category, a sum of Rs. 5.57 crores has been earmarked for general projects, Rs. 65.6 lakhs for women's welfare, and Rs. 32.8 lakhs for the welfare of children, the aged and the physically challenged. In the rural development sector, Rs. 1.04 crores has been allocated for water supply schemes. The productive sectors get Rs. 4.05 crores. The budget earmarks Rs. 2.52 crores for construction of roads and bridges, Rs. 1.29 crores for women's welfare, Rs. 64.5 lakhs for schemes for the welfare of physically challenged children and the aged, Rs. 1.44 crores for education, Rs. 67.6 lakhs for health, Rs. 30 lakhs for cultural affairs, sports and cooperatives, Rs. 90.75 lakhs for a housing project and Rs. 1.5 lakhs for drawing up the plan. The district panchayat president, N. K. Subramanian, chaired the budget session. Among those who took part in the discussions were the Standing Committee chairmen, C. T. Devassy, P. S. Balan and V. S. Prins, the former president, M. V. Visalakshi, and the members, K. Sreekumar, M. A. Lonakutty, Fatima Abdul Khader, Kunjamma Isaac, P. K. Ayyappan, C. V. Muraleedharan, C. K. Chandran, Radha Balakrishnan, Arun Kaliyathu, Shakeela Usman, Anita Baburaj and P. G. Paulson.
