BERLIN, APRIL 1. Afghanistan and its neighbours today agreed to cooperate in stemming the country's drug exports after donors pledged $ 8.2 billions in new reconstruction aid. Officials signed the accord as a donor conference with more than 50 countries turned its attention to bolstering security in Afghanistan, where regional warlords are yet to be disarmed and a Taliban-led insurgency persists in the south and east. Today, Afghanistan and its six neighbours sought to address the warning of the President, Hamid Karzai, that opium production and the drug trade ``are threatening the very existence of the Afghan state.''
