DHAKA, APRIL 1. The Bangladesh Foreign Minister, M. Morshed Khan, has ruled out the possibility of handing over to India the ULFA general secretary, now serving a jail term here on various charges. ``The Government should refrain from taking any measure which will disrupt the judicial process'', Mr. Khan said. The question of handing over the Indian rebel leader did not arise because he was now in ``judicial custody.'' Asked if he would be turned over on completion of his jail term, Mr. Khan said: ``We will cross the bridge when we come to it.'' The Foreign Minister said his country had not initiated a discussion on signing an extradition treaty with India. He was categorical that Bangladesh would never allow the use of its soil for terrorism against any country. ``We have never given shelter to any terrorist group in the past and will not do so in the future.''
