Sir, If the HRD Ministry's real concern is access to IIM education for the poor students, they can be given fee exemption and monthly stipend to meet their expenses. But using the taxpayers' money to subsidise higher education of students coming from well-to-do families does not make sense. The same approach should be adopted with regard to other fields of higher education.

* * * Sir, Many of our State universities have produced world-class researchers in the past. But many universities are decaying and struggling to sustain themselves. Instead of subsidising management education, the Government should have gone in for promoting higher education in universities. Corporate India will have no interest in promoting basic research in universities and it is the Government's responsibility.
