DINDIGUL, APRIL 5 . Even as the Congress candidates lost almost a month for Parliamentary election campaign owing to an inordinate delay on the part of the high command in announcing candidates, the Dindigul constituency candidate, N. S. V. Chitthan, and the Periakulam candidate, J.M. Haroon started election work today. Mr. Chitthan met all district-level leaders of the Democratic Progressive Alliance here. He, along with district-level Congress leaders, visited offices of the Communist Party of India (Marxist), Communist Party of India and the Dravida Munnetra Kazhagam and held discussions with district secretaries and the Dindigul MLA, K. Balabarathi, to formulate plans for spearheading campaign. Later, talking to mediapersons here, he said acute water crisis and poor planning on the part of the district administration in tackling drought would be used as central planks in the campaign. The drought was caused by the administration's inordinate delay in implementing drinking water projects, proposed by him during the DMK regime. Claiming responsibility for having brought the Cauvery drinking water project to Dindigul, he said top priority would be given to drinking water projects. On the first day, he did not start his campaign. In Theni district, Mr. J.M. Haroon kick-started election campaign at Devadhanapatti in the Periakulam constituency. The Marumalarchi Dravida Munnetra Kazhagam and DMK workers accorded a rousing welcome to him. Leaders of district units of the DMK and the MDMK had made elaborate arrangements. Talking to mediapersons, he said the lack of long-term planning and inordinate delay in settling long-pending issues such as the Periyar dam project were main reasons for the pathetic condition of farmers in Theni district. Later, he toured interior villages. Meanwhile, he met local leaders of the parties in the DPA and held discussions with them. He boarded a Tamil Nadu State Transport Corporation bus and appealed to passengers to vote for him. Referring to the transport staff strike and its aftermath, he urged the transport crew to think twice before casting their votes.
