MANGALORE, APRIL 5. The former Chief Minister, M. Veerappa Moily, has stated that the efficient and effective administration of the Krishna Government will give an upper hand for the Congress in the coming elections. At a press conference here on Monday, Mr. Moily said he would not attribute any motive to the survey reports appearing in the media, but it could not be denied that the surveys took into account several variables, and the sample taken by the survey organisations was too small when compared to the strength of the electorate. He said the survey results had also varied in their projections and hence they could not be taken as benchmarks for the electoral performance of any political party. If some credence was to be given to the surveys, there should be consistency in their projections. Stating that he would be announcing his vision statement on April 15, Mr. Moily said the party manifesto, which would be released later, would take care of a number of issues that concerned the people of the State. He said in recent times, several top political workers and leaders from all parties had joined the Congress, and this was a show of solidarity of secular feelings among the political leaders. This polarisation of secular forces was good for the country and the Congress would lead the way, he added. Asked about the delay in releasing the list of Congress candidates in the State, Mr. Moily stated there was a strategy behind this move. Answering a query on the issue of the BJP wooing the minorities, Mr. Moily said the BJP had contradicted its own policy of "non-appeasement of minorities" and its political intentions of grabbing power without ideology had been bared. It would pay dearly in the elections. He said the BJP's minority appeasement was nothing but "acrobatics" to get the magic figure of 300 Lok Sabha seats, which appeared to be a distant dream for that party. Stating that the Congress campaign would be non-invasive and peaceful, Mr. Moily said the party's decision to refrain from attacking the opponents personally would be followed assiduously
