CHENNAI, APRIL 5. The Dravida Munnetra Kazhagam (DMK) has complained to the Election Commission of India about a violation of the model code involving a government doctor at Arakkonam. In a letter to T.S. Krishnamurthy, Chief Election Commissioner (CEC), the organisation secretary, T.K.S. Elangovan, said S. Panneerselvam, a civil assistant surgeon in the Government Hospital, Arakkonam, had issued an advertisement seeking votes for the All-India Anna Dravida Munnetra Kazhagam candidate, N. Shanmugam (contesting in Arakkonam). The advertisement appeared in a Tamil daily on April 1. Mr. Elangovan said the municipal chairman, Manoharan, had already addressed the State Chief Electoral Officer about the "violation of government service rules and the model code." Noting that the State Government might not act according to the rules in initiating disciplinary proceedings, Mr. Elangovan urged the CEC to instruct it to take action against the doctor.
