LUCKNOW, APRIL 12. Twenty one persons were killed and many injured in a stampede at a function to celebrate the birthday of the senior Bharatiya Janata Party leader, Lalji Tandon, at the Chandra Shekhar Azad Park here today. Most of the victims were women who had assembled to receive saris as gift. According to an eyewitness, Mr. Tandon was present at the function but left before the tragedy struck. Top functionaries of a local organisation, Nagrik Sewa Samiti, which had organised the function also left with him. The tragedy occurred soon after those who had come to receive saris crowded around the stall where the distribution was on. The State Home Secretary, Hemant Rao, told newspersons that the organisers had not taken any permission to hold the celebration though the prohibitory orders under Section 144 of the CrPC in force in the city. That was the reason why suitable police arrangements were not made, he said. The Government had ordered an enquiry by the Divisional Commissioner of Lucknow, D.C. Lakha, to find out the causes of the tragedy and fix the responsibility. Mr. Lakha had been asked to submit his report within a week.
