BELLARY, APRIL 13. The "hi-tech" bug has bitten at least one candidate in Bellary district S. Pannaraj, who is contesting from the Bellary City Assembly constituency on the Janata Dal (Secular) ticket. Mr. Pannaraj has made use of technology to reach out to more people. He has created his own website in which he has displayed the programmes and policies he wants to implement if he is elected. A chartered accountant, Mr. Pannaraj, who lost in the 1989 election to the Assembly, heads an organisation to propagate Kannada. He is also the President of the associations of autorickshaw and carters. However, it is pointed out that over 50 per cent of the voters in the constituency live in slums and a majority of them are poor.
