PM for debate on foreign-born person becoming head of state

BHANDARA (MAHARASHTRA), APRIL 17. The Prime Minister, Atal Bihari Vajpayee, today called upon voters to ponder over the question of allowing foreign-born persons to be the President or Prime Minister of the country and take a decision on it.

"Several countries do allow foreigners to become their heads of state and government and several others forbid them but we have to see what is in our interest, for, this could be one of the electoral issues," Mr. Vajpayee told a meeting here today.

The Prime Minister said that he was in favour of a cool debate on the issue and had no enmity against the Congress president, Sonia Gandhi. The people have to decide whether she could be the Prime Minister and also if she should be entrusted with such a task. He indicated that he would respect the mandate of the majority. "But the decision lies with you," he said.

Referring to the Congress-NCP coalition in power in Maharashtra, Mr. Vajpayee said, lapsing in Marathi, that he did not understand why they were two parties since Mr. Sharad Pawar had left the Congress saying that a foreigner should not be the Prime Minister and now he had changed his view.

He said that his Government had set up a separate Ministry for the tribal welfare and wanted to provide more educational facilities in the tribal areas and more avenues of development to them.
