Open secret

Sir, — The action of the Bihar Chief Minister, Rabri Devi, guiding her daughter to vote should not be seen as a violation of the electoral procedure. Do we not know that rules are meant only for the common people? As far as the leaders of political parties and their families are concerned, the `secret' is `open.' In the last elections, a Minister from Kerala openly displayed his ballot paper to the press before putting it into the box.
