Congress seeks action against Haryana Governor

NEW DELHI, APRIL 23. The Congress today urged the President, A.P.J. Abdul Kalam, to take immediate action against the Haryana Governor, Babu Parmanand, following reports that he had issued an appeal to the voters to back the Bharatiya Janata Party in the Lok Sabha polls.

Alleging that the Haryana Governor had made a political appeal to support the

Prime Minister, the party spokesperson, Abhishek Singhvi, said that besides taking necessary action, the President could, if required, recall him.

Stating that the Governor had ``violated'' his constitutional position by issuing such an appeal, the Congress said it appeared that the BJP was feeling ``rattled'' and was ``misusing'' the office of the Governor and seeking votes for the party.

The Congress alleged that by remaining silent on the issue, the Prime Minister was giving support to the appeal of the Governor.

This once again proved the BJP's charge that it did not distinguish between the government and the party, the Congress said.

Referring to Mr. Vajpayee's remark that there could be a re-alignment of political forces in the country and new alliances forged, the Congress sought to know whether it was a special appeal for what remains of the National Democratic Alliance or to a prospective post-poll partner, even as the BJP hopes that the party would get a majority on its own.

``The Prime Minister should clarify to the nation and voters as to who they should voter for? The BJP-led NDA or for an unknown, unspecific combination. In particular, who does he have in mind, the Bahujan Samaj Party or the Samajwadi Party or some other party?''

On the Prime Minister's comment on the Gujarat riots, Mr. Singhvi said that at the time of the incident, Mr. Vajpayee's silence was eloquent.
