Sir, It is distressing that almost half of the electorate has been apathetic to voting so far, despite a fervent appeal by the President, A.P.J. Abdul Kalam. Looks like there are too many educated people but too few responsible citizens, too many cynics but too few performers. If the citizen is not prompt in performing his fundamental duty, how can we expect the elected representatives to perform?

* * * Sir, There are accusations that the educated are not enthused by elections andthat the voter turnout is dismal. How can it be otherwise given the voters' dilemma? What can a voter do when the person whom he voted for the last time now turns up as the candidate of another party, which the voter opposes? And when the party he supports and the party he opposes form an alliance and field a common candidate?
