Education for all

Sir, — The editorial, "Education for all?" (April 29) seeks to drive home the point that educational policies should take into account equal opportunity and the quality of education, besides ensuring cent per cent enrolment.

India has waited for more than five decades to make education a fundamental right. Aiming to become a developed nation without giving the underprivileged the basic right to quality primary and secondary education will prove futile.

Sir, — Compulsory education for all makes it binding on the government to arrange for necessary infrastructure and incentives for children to come to school and for the parents to send them. To envisage penalties for parents is not acceptable given that children contribute to the income in many families in India.
