NEW YORK, MAY 1. The United Nations refugee agency has expressed concern over a new European Union legislation on asylum, warning that it might lead ``in practice'' to breaches of the international refugee law. ``The `Asylum Procedures Directive' contains no binding commitment to procedural standards and could allow States to adopt worst practices in determining asylum claims,'' the U.N. High Commissioner for Refugee said yesterday. ``UNHCR is disappointed that the E.U. States have failed to live up to the commitments they made at the beginning of the harmonisation process in Tampere in 1999,'' said the agency spokesman in Geneva. PTI
