CHENNAI, MAY 1. The former Social Welfare Minister, R. Indirakumari,has been summoned to appear before a sessions court here on July 21 in connection with a case of misappropriation of Rs. 15.45 lakhs "under the guise of establishing and running special schools for deaf and orthopaedically handicapped children." The principal sessions judge, M. Jeyapaul, issued the summons to her and three others R. Kirubakaran, former Social Welfare Secretary; P. Shanmugam, Director of Rehabilitation of the Disabled; and A. Babu, managing trustee of the Mercy Mother India Charitable Trust and the Bharani Swathi Educational Trust. According to the charge sheet, filed by the CB-CID on February 4, these four and others connived with one another during 1992-96 to float two trusts and committed a criminal breach of trust on government funds to the tune of Rs. 15.45 lakhs under the guise of establishing and running a special school for handicapped children in Vellore district and Chennai. "They committed criminal misconduct as public servants and, by illegal means and abusing their official position, obtained pecuniary advantage to the two trusts, in which the Minister's husband, A. Babu, was the managing trustee. They were all charged with committing offences under Sections 120, 409, 420 of IPC and Sections 13(2) and 13(1)(b) of the Prevention of Corruption Act.
