CHENNAI, MAY 1. The election observer for the North Chennai Parliamentary constituency, Ashish Upadyay, has said that there were repeated violations of the model code of conduct by political parties in several places of the constituency. A press release from the Chennai Collectorate said the observer told a meeting of assistant returning officers on Friday that he had personally seen and also received several complaints from the public that the political parties were illegally tapping electricity. They were drawing power from street electric posts for public meetings without paying any charge or depositing any amount with the Tamil Nadu Electricity Board. He said public meetings were being organised without any written permission from the police. Most of the meetings were being conducted on the basis of ``oral permission,'' the release said. The returning officer for the constituency, M. Rajaram, who is also the Collector, said the parties were being closely monitored. Stringent action would be taken under the Representation of the People Act against those violating the code.
