By Our Staff Reporter

CHENNAI, MAY 7. The city police have arrested a former MLA of the Dravida Munnetra Kazhagam, T.C. Vijayan, and an electrician, Manoharan, in connection with the electrocution of a 12-year-old boy at Kaladipet in Tiruvottiyur, where the former Chief Minister and DMK president, M. Karunanidhi, addressed an election meeting last night.

The victim, Sridharan, died when he came into contact with a live wire that had been connected without permission to a transformer near the vicinity of the public meeting. The police said the arrested men have been charged under Section 39 of the Indian Electricity Act (for energy theft) and 304 (a) of the Indian Penal Code (death caused due to negligence).

As per the provisions of the Section 39 of the Act, ``whoever dishonestly abstracts, consumes or uses any energy shall be punishable with imprisonment for a term which may extend to three years, or with fine which shall not be less than one thousand rupees or both.''
