CHENNAI, MAY 9. The Madras High Court has ordered notices to the Highways department on a writ petition seeking transfer of more than 40 employees who occupied an office or sub-division or range for 11 to 25 years continuously. Justice Prabha Sridevan admitted the petition filed by the Tamil Nadu Highways Contractors Welfare Association, and ordered notices to the Chief Engineer (General) of the department and 41employees in question. In his petition, the association president, M.G. Chandraiah, listed the employees along with details on their position in the department and the number of years they occupied the posts. He said: ``Because these officials were holding the same post or in the same division or in the same circle for periods ranging from 11 years to 25 years, they have developed relations with particular individuals/contractors, resulting in corruption becoming the order of the day in the department. They indulge in favouritism and the government incurs heavy loss. However, the Chief Engineer did not take any action in ensuring periodical transfer of these officials.'' In this regard, the petitioner said normally Government servants were transferred once in three years. ``This system of transfer is followed since the British era to avoid officials developing personal interest in the transactions.'' Stating that a periodical transfer alone would bring down the incidence of corruption, the petitioner said his representation to transfer the 41 identified personnel did not evoke any response from the officials. According to him, while the official policy allowed a maximum tenure of only three years, it was not justified to leave out the respondent-personnel alone from the scheme. He prayed for a direction to the Chief Engineer to effect a general transfer and shift the identified officials to far off places for a smooth and clean functioning of the department.
