This Day That Age
The district will be the pivot of the Second Five-Year Plan to which the Planning Commission is now giving its preliminary consideration. In a circular from New Delhi on May 9 to all State Governments, the Commission has suggested the manner in which, within the district, the work of planning may be organised and plans prepared for taluks, national extension development blocks, etc. It is essential that local initiative in formulating plans and local effort and resources in carrying them out should be stimulated to the maximum extent possible. The Planning Commission's suggestion is that in the Second Five-Year Plan, each town should have a plan of its own, which has a defined part in the district plan. Each municipal authority should, therefore, be asked to work out plans for developing local services.
