Plea against inauguration of Vikasa Soudha

BANGALORE, MAY 11 . The Karnataka High Court on Tuesday posted a petition challenging the inauguration of South Block (Vikasa Soudha) adjacent to the Vidhana Soudha for hearing after vacation.

The petitioner, M.P. Amrutesh, stated that the decision to inaugurate Vikasa Soudha on February 5, 2004, was taken at a Cabinet meeting held two days earlier. He alleged that the inauguration was held in haste as the Government feared that the model code of conduct would come into force once the Assembly was dissolved.

He said when Vikasa Soudha was inaugurated only 60 per cent of the work on it was completed. Besides, Rs. 50 lakh was spent on the inaugural function.

He urged the court to direct the Government to provide a status report on the construction of Vikasa Soudha. He also sought a direction of the court to the respondents to file a report on the money spent on the inaugural function.

The petitioner sought removal of a stone plaque about the inauguration. He said that he would bear the cost on its removal. A Vacation Bench comprising Justice Bannurmath and Justice Farooq posted the case for hearing after vacation.

Order challenged

Justice Abdul Nazeer posted for May 26 a petition by Ambedkar Labour Contractors' Sahakari Niyamita challenging an order withdrawing security guards for schools and hostels of the Social Welfare Department.

The petitioners said on April 21, 2004, the Commissioner of the department cancelled security for 759 schools and hostels run by the department.

The petitioners said that they had applied for the posts of security guards and they were hired on trial basis for one year.

They said their services were terminated within a year. The order withdrawing their services had been issued by the Commissioner without consulting the Government, they alleged.

Bail plea

Justice Bannurmath posted for Thursday a bail petition by Shubha, one of the accused in the murder of her fiancee, Girish, on ring road at Viveknagar in Bangalore on December 4, 2003.

The petitioner said that she had been arrested on the charge of murdering Girish.

She said that miscreants had attacked Girish on December 3 and he succumbed to injuries the next day.

A city court had rejected her bail plea.

Subsequently, she had approached the High Court, but withdrew the petition. She filed a bail petition in the High Court again a few days ago.

She said the police filed a final report on April 21 and a charge sheet in the city court. The date for hearing the case had been fixed.

She, therefore, urged the court to release her on bail.
