NEW DELHI, MAY 21. The Delhi Government and various civic bodies in the Capital have decided to hand over the ownership of streetlights to the power discoms on a 99-year lease arguing that it was not their cup of tea. The decision was taken at a review meeting attended by senior officials of the State Government, the civic bodies and the discoms. It was hoped that by handing over the ownership rights to the three discoms -- BSES Yamuna Power, BSES Rajdhani Power and North Delhi Power Limited -- streetlighting in the Capital could be brought up to international standards. As per the decision, the Institutions of Illumination Engineers would be asked to come up with a standard for streetlights and the Central Road Research Institute would do a study on the capital expenditure required. Thereafter the streetlights would be given to the discoms on lease for 99 years. "A draft agreement is now being prepared and the process has been set in motion," a senior official said. Though the streetlights, except for those in the Lutyens' Delhi, are at present being maintained by the three discoms, its officials at the review meeting said they were "not" able to concentrate fully on its upkeep and make the necessary investment. At the meeting the streetlight owning agencies accused the three discoms of poor maintenance. Of the about 3.5 lakh streetlights in the Capital, the maximum number of 2.85 lakhs are owned by the Municipal Corporation of Delhi. Among the other streetlight owning agencies include the Public Works Department (7,000) and Delhi State Industrial Development Corporation of the Delhi Government, the Delhi Cantonment Board (7,000) and the Delhi Development Authority (10,000). The New Delhi Municipal Council, the civic agency for the Lutyens' Delhi, would however continue to maintain its streetlights.
