Rainwater harvesting will be made mandatory: Minister

THRISSUR, MAY 22. The Minister for the Local Self-Government, Cherkalam Abdulla, has said the State Government will go ahead with the decision to make it mandatory that new buildings that are coming up in the State should have facilities for rain-water harvesting.

Participating in an informal discussion held as part of the media workshop on ``Rainwater harvesting'' held at the Kerala Institute of Local Administration (KILA) near here today, the Minister said the State was the third after Tamil Nadu and Haryana to include this condition in the Building Rules.

He said the Government would now allocate the building numbers and sanction water connection to new buildings only after ensuring that they had the rainwater harvesting facilities.

Speaking on the occasion the State Planning Board member, C.P. John, said there should be concerted efforts to reduce the use of water for domestic purposes in the State.

In Western countries, water consumption for domestic purpose was about 10 per cent and for industrial purpose it was 45 per cent.

In Kerala, the level of water consumption was about 18 per cent while for the industrial purpose it was about 11 per cent.

The level of water consumption for domestic purpose in Kerala was higher than the national average, Mr. John said.

He said the State cannot take a position totally opposed to the use of water for industrial purposes, but at the same time there should be efforts to replenish the water reservoirs.

The Jalanidhi executive director, B. Asokan, said the State Government had earmarked Rs. 10 crores for carrying out the baseline works for harvesting rainwater during this monsoon. This amount to be spent mainly through the Water Resources Department would be utilised for activities like building up check-dams, percolation tanks and rain-pits.

Another Rs. 2 crores would be spent for creating awareness on water harvesting measures like digging rain-pits on a wide scale, he said.
