Complete subway by June 30: Ombudsman

KOCHI, MAY 27. The Ombudsman for Local Administration, K. P. Radhakrishna Menon, has ordered the Kalamassery Municipality to complete work on the long-pending Vattekkunnam rail subway by June 30.

The order issued on Thursday said, "The Municipal Council is directed to commence the remaining work before May 31, 2004, and complete the same before June 30, 2004; failure to comply with this direction will result in the initiation of appropriate penal proceedings against the concerned authorities."

Before issuing the order, the Ombudsman summoned the Municipal Chairman and its secretary to get an explanation from them on the status of the subway work.

These officials were summoned to ascertain as to what steps the Municipal authority had taken to alleviate the grievances of the citizens entitled to use the rail on the Edappally-Methanam road, said a communication here today.

The Ombudsman order came even as the Kalamassery Municipal Council authorised its chairman, Jamal Manakkadan, on Thursday to negotiate a financial compensation for the land to be acquired for completion of the rail subway.

The decision to authorise the Chairman came after a two-hour session on Thursday morning during which the ruling and opposition councillors clashed over the delay in the completion of the subway on which Rs. 47 lakhs has been spent.

The subway was not on the agenda of the council meeting convened for Thursday but a threat by the councillor, M. B. Prakash, that he would go on a fast to force the issue pushed the matter to the fore.

It is learnt that when the Ombudsman summoned the Municipal officials they explained to him about the Council proceedings and the move to pay compensation for acquiring the land to its owner.

The Council submitted to the Ombudsman that it had already taken steps to get the requisite land on the northern side of the subway to complete the work. The owner of the land had agreed to surrender the land immediately.

Work on the subway has been pending for over four years now. The subway, which is almost complete, is now filled with storm water and movement on the Edappally-Methanam road is virtually impossible now.

It was under these circumstances that the residents of the area moved the Ombudsman.

The owner of the land, which has to be acquired, had approached the courts seeking compensation for the land if it was acquired for the subway project.
