Collector issues directive on new borewells

CHITTOOR, MAY 29. Mandal revenue offices were asked to seize agricultural borewells, which were drilled to a depth below 250 metres of the existing drinking water wells, and initiate criminal action against the rig owners.

A. Giridhar, district Collector, conducted a video conference with the mandal authorities on the regularisation of using the groundwater, higher rate of interest charged by moneylenders, extension of the period for payment of principal amount of the loans taken by the farmers from cooperative institutions and waival of interest.

Mandal authorities were asked to inform people that due to lack of rain for the past four years, groundwater potential had dwindled to the maximum extent and the persons who want to drill agricultural borewells were to obtain permission from the mandal revenue officers.

The mandal authorities were instructed to utilise the powers vested with them and implement water maintenance acts effectively.

The authorities were asked to take stringent action against moneylenders who collect more than 9 per cent interest in line with the A.P. Debtors Protection Act of 1934.

Besides this, people were to be enlightened that the moneylenders who pressure the farmers for payment of higher rate of interest would be liable for punishment of one year's imprisonment. The Government would implement the package for the welfare of farmers and hence the Collector asked them not to take any extreme step before that.
