THIRUVANANTHAPURAM, MAY 31. The chairman of the State Pollution Control Board, Paul Thachil, on Monday challenged the contention of the Palakkad Collector, Sanjeev Kaushik, that he (Mr. Kaushik) was not a party to the recommendations of the public hearing panel on the Pathrakkadavu Hydroelectric Project. The chairman told persons after the announcement of State Pollution Control Awards here by the Health Minister, Kadavoor Sivadasan, that the Collector had nominated the Revenue Divisional Officer, K. Vijaya Raghava Panicker, as member of the committee in his place. Mr. Panicker had attended the hearing on behalf of the Collector and had agreed with its recommendations. The recommendations, he said, were unanimous. All the ten members of the panel except the district panchayat president had attended. The Minister, who is in charge of the Board, said that it was not proper for the Collector to make a statement against the Board. The local people wanted the project. The Collector had said that he had not been informed of the committee meeting and hence had not attended it.
