GULBARGA, JUNE 5. The general body meeting of the Gulbarga Zilla Panchayat today passed a Rs. 43.23-crore annual action plan for 2004-05 under the plan head. The meeting after a detailed discussion on the allocations made in the action plan for different departments gave its unanimous approval to it. Initiating the discussion, the leader of the Opposition, Shankaranna Vonekyal, expressed dissatisfaction over what he called poor allocation to key sectors such as minor irrigation, agriculture, and rural development, and urged the president of the zilla panchayat, Shoba Digambar Belamgi, to do justice to these key departments for ushering in all-round development. Members, including Bheem Reddy, Premkumar Rathod, Shanthareddy Desai, and others said more allocation should have been made for minor irrigation and desilting works to augment the capacity in the tanks. The vice-president of the zilla panchayat, Laxmi Reddy, who conducted the meeting on behalf of Ms. Belamgi, assured the members that more allocation would be made for minor irrigation works in the action plan. The members expressed dissatisfaction over the officials of the zilla panchayat spending funds earmarked in the non-plan head without getting the approval of the general body or the standing committees concerned. Raising the issue, Mukram Khan, who resigned from the Congress and joined the Bahujan Samaj Party recently, said on an average about Rs. 11 crore under the non-plan head was being spent on different works by officials without getting the approval of the general body every year. Mr. Vonekyal and other members supported Mr. Khan and wanted the zilla panchayat president to ensure that the money under the non-plan head should be spent after preparing an action plan and getting the approval of the general body. Mr. Laxmi Reddy directed the officials in the Planning Department to prepare an action plan on the available funds under the non-plan head after paying the salaries for the staff and place it before the general body for approval before according sanction for spending it. The meeting also witnessed acrimonious debate over the absence of the Chief Executive Officer, Subodh Yadav, and his alleged non-cooperative attitude.
