NEW DELHI, JUNE 5. In view of the forthcoming municipal by-elections in Delhi, the Police Commissioner, K.K. Paul, has issued a circular imposing various restrictions to curb election-related violence in the Capital. The circular bars people from carrying explosives, firearms, cudgels, swords, knives, sticks or any other weapon at public places. People possessing licensed weapons have also been barred from carrying them. However, Sikhs have been allowed to carry "kirpan". Suspecting that people might indulge in gathering stones for nefarious activities during the elections, the order restricts them from doing so. The order will be effective till July 5 in North, North-West, North-East and West Delhi. Anyone violating the order would be punishable under the Clause (a) of the sub-section II of the Section 13 of the Delhi Police Act, which attracts the punishment for a term not less than four months.
