Pakistan moves to punish nuclear proliferation

ISLAMABAD, JUNE 8. Five months after the scandal involving the father of Pakistan's nuclear bomb, A.Q. Khan, hit international headlines, Pakistan has introduced a bill in Parliament to punish nuclear proliferation.

The bill follows a resolution adopted by the United Nations in April last year. The President, Pervez Musharraf, pardoned Dr. Khan after he apologised to the nation on the State-owned television. Following the pardon, Dr. Khan would not be covered under the proposed legislation.

Even before the U.N. resolution, in the face of pressure from the U.S. and its allies, Pakistan promised such legislation after Dr. Khan admitted having clandestinely transferred nuclear technology in February.

Besides legislative measures to tighten measures to prevent proliferation countries like France had urged Pakistan to introduce greater `transparency' in its nuclear programme related activities.

As per the proposed bill, a violation of ban on the export of any material or technology related to nuclear and chemical weapons will be punishable with up to 14 years in prison, a fine of up to five million rupees and forfeiture of a convict's property and assets.
