PONDICHERRY, JUNE 9. An anti-torture campaign which was started in May by the People`s Watch (Tamil Nadu) will go on till December to create an awareness among voluntary organisations, political parties, trade unions and advocates in Tamil Nadu and Pondicherry on the `implication of torture' and also to urge authorities to bring in a specific legislation to deal with the menace, said the executive director, Henry Tiphagne, here. Speaking to presspersons today, Mr. Tiphagne, who is also the State-level organiser of the campaign against torture, said even corporal punishment in schools; any form of violence against women and untouchability came under the connotation of torture. A training programme was held from May 17 to 21 with experts from many countries participating. Mr. Tiphagne said the United Nations Declaration against Torture was available to deal with torture and the Centre should ratify the declaration. He said Pondicherry could initiate steps to handle incidents of torture. The People`s Watch had drawn up a training programme for six months to inculcate in volunteers and others including medical experts to deal with torture. The programme would commence on June 26 and would go on till December, he said.
