GUNTUR, JUNE 9. The State Government has finally issued Government Order M.S. No. 421, dated June 1, 2004, paving the way for the much-awaited payment of money under the special package announced by the Chief Minister, Y. S. Rajasekhara Reddy, for the families of farmers who committed suicide. The implementation of the package and payments could begin in a couple of days, the District Collector, K. Ramakrishna Rao, said on Wednesday. The order is applicable with retrospective effect to suicide cases arising primarily issues related to farm income since July 1, 1998. The G.O, communicated to the District Collector on Wednesday, also puts a curtain on the uncertainty over whether the package would be applicable to distressed farmers who had called the helpline at the Collectorate. It states clearly that the package was not applicable to them, though they would be given preference in the extension of benefits of ongoing Government schemes pertaining to agriculture. The G.O mentions a `revolving fund' from which the District Collector has been authorised to draw money that would then be reimbursed by the Chief Minister's Relief Fund. The Collector, though, does not possess such a revolving fund, and said he would get the issue clarified from the State Secretariat. The order provides guidelines for financial assistance, verification procedure, rehabilitation packages and preventive measures to be taken, which include the continuation of the helpline whose expenditure is met from the Chief Minister's relief fund.
