Compensation urged for victims of atrocity

CHITRADURGA, JUNE 9. The Deputy Commissioner, M.A. Sadiq, has called for a campaign against the practice of untouchability.

Presiding over a meeting of the Scheduled Castes and Scheduled Tribes Protection Committee on Tuesday, he said, "It is essential to publicise the Untouchablility (Prevention) Act to create public awareness about the consequences of violating the law.

"It is not enough to implement preventive measures. Adequate protection and compensation to the victims of atrocity must also be provided."

Of the 69 cases of atrocities against Dalits that had been registered in the district, 39 victims had been given compensation of Rs. 10.15 lakh.Mr. Sadiq said that applications for five cases had been submitted.

The proposal for the sanction of 30 cases was pending for the want of grants, he said.

Special programmes such as the development of community horticulture and improvement of irrigation facilities had to be taken up to improve the economic conditions of the Scheduled Castes and Scheduled Tribes, Mr. Sadiq said.

Students belonging to the communities should be provided quality education with proper hostel facilities.

He warned the wardens of the hostels run by the Social Welfare Department that they would be suspended if extra boarders were entertained at the hostels.

Mr. Sadiq said additional and unauthorised admissions only diluted the facilities provided in the hostels.

The Superintendent of Police, G.B. Chebbi, said that special courts were helpful in settling atrocity cases.

There was a provision in the law to meet the travelling expenses of witnesses.

This should be publicised and allowance should be given immediately, he said.

Jayanna, a Dalit leader, suggested that awareness about the Constitutional guarantee against untouchability could be created by cautioning against violation of the Act in public places.

The Additional Superintendent of Police, Nagappa, and the Chief Executive Officer of the zilla panchayat, Narayanaswamy, participated in the function.
