BANGALORE, JUNE 9. The election of the Janata Dal (Secular) member elected from Krishnarajapet in Mandya district, Krishna, as Speaker of the Legislative Assembly, has become a foregone conclusion with the Opposition parties deciding not to field a candidate against him. It has to be seen if the ruling alliance concedes the post of Deputy Speaker to the Bharatiya Janata Party or the Janata Dal (United). The election of the Speaker is scheduled for noon on Thursday. The Chief Minister, N. Dharam Singh, accompanied by three of his Cabinet colleagues, today filed the nomination papers of Mr. Krishna, who has been elected to the House for the third time. Accompanied by the Deputy Chief Minister, Siddaramaiah; the Water Resources Minister, M. Mallikarjun Kharge; and the Parliamentary Affairs Minister, M.P. Prakash, Mr. Dharam Singh went to the chambers of the Assembly Secretary, T. Rajanna, and submitted the nomination papers of Mr. Krishna. Mr. Krishna, a graduate in law from Bangalore University, was first elected to the Legislative Assembly in 1985 and again in 1994 from Krishnarajapet. He was a Janata Dal member of the Lok Sabha from Mandya during 1996-98. He was a Minister for Sericulture and Animal Husbandry. Mr. Krishna expressed his desire to work out a mechanism to make the Government implement all the assurances it gives to the House. He said he would draft the services of some experts in making the officials implement the assurances, particularly those taken up by the Assurances Committee of the Assembly, to strengthen the system. Recalling his brief tenure as an MP, Mr. Krishna said that he would strive to bring in discipline in the Legislative Assembly. The Question Hour would be restricted to one hour. The members should follow the rules and procedures observed in Parliament, he said.
