Disabled meet Chidambaram over job avenues

NEW DELHI, JUNE 9. The National Centre for Promotion of Employment for Disabled People today presented a "Draft Incentive Policy" to the Union Finance Minister, P. Chidambaram, aimed at promoting employment opportunities for the differently-abled in the private sector.

"It has been eight years since the Disability Act was passed. And we still don't have an incentive policy that would encourage employment for the differently-abled. About 70 million of our population is differently-abled and the employment among them is less than one per cent. The meeting today with the Minister was very encouraging and we think that he has taken up the issue very seriously. In fact, he told us that he was also thinking about this sector," said Executive Director of NCPEDP, Javed Abidi.

The draft policy released today has nine "incentive" points that are designed at encouraging employment of differently-abled in the corporate sector. The incentives deal with corporate income tax, service tax and indirect tax.

"We do not want to compromise on merit and so we are not asking for a quota system. All we are asking for is a level playing field so that we are not discriminated against. For example, our suggestion for service tax is that if for at least a period of 10 months, one of every thirty employees is disabled, then the employer should be exempted from service tax," said Mr. Abidi.

Prepared over several months, various stakeholders - including people from the private sector and people from the disability sector - were involved in the drafting process. Employment policies for disabled people in select European countries and existing incentive policies to the corporate sector in India were studied and a `think tank' was constituted to prepare the report.
