KANNUR, JUNE 14. The district unit of the Block Panchayat Association (BPA) will stage a march and dharna in front of the Collectorate to protest against the Government's measures that `deny' block panchayats their autonomy. The BPA district president, M.C. Raghavan, told a press conference here today that while the block panchayats had been allocated Plan allocation till the last financial year under the general guidelines, 65 per cent of the fund allocated for the year 2004-2005 was Nabard fund, which can be utilised only according to the conditions set by Nabard, he said. This fund could not be spent on spill over works, as it was earmarked for projects such as bridges, buildings and minor irrigation works, he said. Even for such works, five to 20 per cent of the project cost should be mobilised from the general category, he added. He said that the latest situation would leave the block panchayats in a position where they could not abide by the general guideline of allocating 30 per cent each to the productive and infrastructure sectors and the rest to the service sector.
