BRUSSELS (BELGIUM), JUNE 18. European Union leaders clashed on Friday over a historic constitution for a post-Cold War Europe, with the French President, Jacques Chirac, attacking the British Prime Minister, Tony Blair, for insisting on a veto in tax issues, social policy and foreign affairs. — AP
