Secretaries of the legislatures in India, who met in Srinagar on June 21 under the chairmanship of Mr. M. N. Kaul, Secretary of the Lok Sabha, decided to set up a committee to draft a memorandum regarding the proposal for setting up an All-India Parliamentary Service. This proposal was first considered at the Speakers' conference in Srinagar last week which asked the secretaries' conference to report on it. The memorandum is expected to be considered by the presiding officers at their next meeting. The secretaries' conference was of the view that the secretaries should meet once or twice a year to discuss problems which face them in the working of the legislatures. It decided to help the Lok Sabha Secretariat, which proposes to bring out a Parliamentary journal. Addressing the conference, Mr.Kaul said that the secretaries were engaged in a joint effort to run the infant democratic institutions in India. Their task was common and it was, therefore, necessary that they should meet periodically.
