BANGALORE, JUNE 22. In what may be a violation of its own norms in awarding contracts for running pay-and-park slots through tender, the Bangalore Mahanagara Palike (BMP) has reportedly awarded 13 contracts involving over Rs. 85 lakh to a person. The contracts were given to Jayaram, said to be a resident of Kaverinagar, for a year from October 1, 2003 through the "open-tender mechanism" and allegedly in violation of the norms. "The BMP is generally not supposed to award more than two contracts to any individual or company, irrespective of the nature of work, under normal circumstances," according to sources. Of the 30 pay-and-park contracts awarded, 13 had been given to Mr. Jayaram. "The details of the contracts such as the location of the parking lots, the tender amount involved and the categories (which decide the parking fee for vehicles) will be self explanatory," sources in the civic body said. The parking lots for which contracts have been awarded to Mr. Jayaram and the money involved are: Sampige Road (Central Talkies to Malleshwaram 18th Cross), Rs. 9.67 lakh; Rajajinagar 10th Cross (Dr. Rajkumar Road to West of Chord Road), Rs. 1.36 lakh; Dr. M.C. Modi Road (West of Chord Road to Shankar Math), Rs. 4.93 lakh; B.V.K. Iyengar Road (Hospital Road to Mysore Road), Rs. 11.68 lakh; Subedar Chatram Road (Ananda Rao Circle to K.G. Circle, except opposite Annammadevi Temple), Rs. 6.75 lakh; Kilari Road, Rs. 82,125; Gandhinagar 2nd and 4th mains and 3rd, 4th and 5th crosses, Rs. 6.2 lakh; Gandhinagar 3rd and 5th Main and 1st Cross, Rs. 22 lakh; Kashi Vishwanatha Temple, Rs. 51,000; Silver Jubilee Park Road (beneath flyover to Town Hall), Rs. 6.7 lakh; Yeshwanthpur, Rs. 1.6 lakh; and Havnur Circle (Magadi Road to Shankar Math), Rs. 3.55 lakh. The sources told The Hindu that the BMP was not ignorant of the fact that a person who gained a pay-and- park contract for Rs. 10,000 would make a minimum of Rs. 35,000 a year. It was also aware that most contractors had extended their business to crossroads, bylanes and extension areas with no legal sanction.
