Is it necessary?

Sir, — The Andhra Pradesh Government is reeling under a severe cash crunch. In the circumstance, issues such as Telangana and revival of the Legislative Council can be put in cold storage. The revival is going to serve no useful purpose other than placating the disgruntled and the losers.
