PANAJI, JUNE 28. The Opposition Congress forced adjournment of the Legislative Assembly on the first day of the monsoon session in Goa while the Pradesh Congress president, Luizihno Faleiro, demanded the recall of Governor, Kidar Nath Sahani, here on Monday following a news report that the Raj Bhavan had allegedly tried to frame a youth from Delhi by filing false cases. Armed with the English national daily, which had carried ``an expose'' on its front page on Sunday, Mr. Faleiro and the Congress spokesperson, Jeetendra Deshprabhu, moved the adjournment motion when the House assembled. The Speaker, Vishwas Satarkar, who had reserved his ruling on the issue, disallowed the motion after question hour. He quoted precedents and the Rules of the Goa Assembly, which prohibited discussion on any matter pertaining to the office and the conduct of the Governor. Repeated attempts by Mr. Deshprabhu and Mr. Faleiro to raise the issue was not allowed by Mr. Satarkar, who later asked Mr. Parrikar to make his point. Pradeep Kumar Rai from Delhi who, along with his friend Vijay Sharma, was arrested by Panaji Police on November 30, 2003, on a complaint by a Raj Bhavan official. The official had stated that Mr. Rai had posed as the son of the then Chief Justice of India, V.N. Khare, to gain entry to the Raj Bhavan. However, according to the newspaper report, Mr. Rai was being framed by the Raj Bhavan to cover up ``a video cassette.''
