BANGALORE, JULY 2. The former Higher Education Minister, G. Parameshwar, who was mainly responsible for the setting up of Tumkur University, today criticised the Higher Education Minister, D. Manjunath, for taking a "unilateral decision" on putting off the establishment of the university. "The Cabinet has to take a final decision on establishing Tumkur University and not the Minister," he told The Hindu from Tumkur while reacting to the Government notification issued on Thursday to stay the functioning of the university. Dr. Parameshwar, who is a Congress MLA, said the Minister was confused on the issue and had been issuing different statements at different places. He was adopting "double standards" on the issue and stated that lack of infrastructure was a problem to open the university. If the Minister (who belongs to the Janata Dal-Secular), was taking such a decision, then what was the necessity of the coalition Government? Dr. Parameshwar asked. "Today, they have taken a decision against setting up the university, tomorrow they will also oppose other proposals of the Congress," he said. The previous Congress Government amended the Karnataka State Universities Act to set up Tumkur University. The Amendment Bill was passed in the Legislative Assembly after a long debate. The Government could take a decision against establishing the university only by passing another Bill, Dr. Parameshwar contended. The State Government issued a notification on Thursday to stay the functioning of Tumkur University. The decision was taken in the wake of protests by students from Kolar and Bangalore Rural who come under jurisdiction of Tumkur University.
Meeting
Sources in the Education Department said Mr. Manjunath had invited the Bangalore University Vice-Chancellor, M.S. Thimmappa, and the Education Secretary, Shoba Nambisan, for a meeting on July 5 to discuss the issue of Tumkur University.
